Do EU policies constrain government autonomy? Insights from the implementation of EU migration policies

Pressures to comply with EU rules have allegedly eroded opportunities for national governments adopt policies that they support. Conversely, research into differentiated implementation underlines use their discretion tailor supranational contexts. This study addresses these competing arguments using unique data on the of migration issues. On one hand, compliance is expected compel transpose liberal policies, even when favour restrictive measures. However, increased politicisation and integration are likely increase governments’ autonomy pursue policy preferences during transposition. The findings suggest constraining effect conditional importance place immigration issues participation in EU. Thus, it important consider both domestic conditions understand fully impact external constraints government implementation.
